Job Purpose: Lead, manage, and fully own all Mechanical, Electrical, and Plumbing (MEP) aspects of a manufacturing project from concept to full operation.

The role ensures alignment with GMP, international standards, and business objectives, while delivering the project within defined timelines, cost, and quality benchmarks.This position acts as the technical authority and coordination hub between consultants, contractors, equipment suppliers, and internal stakeholders to guarantee a compliant, fully operational facility (from A to Z).

Key Responsibilities:

1.

Technical Review & Design Validation

  • Review and validate all MEP technical specifications, drawings, and BOQs issued by consultants.
  • Ensure alignment with international standards (GMP, WHO, FDA, ISO) and industry best practices.
  • Identify gaps, over-specifications, or non-relevant standards and optimize them to match actual factory requirements .
  • Lead value engineering initiatives without compromising compliance or quality.
  • Approve shop drawings, material submittals, and technical proposals.

2.

Project Planning & Control

  • Develop and monitor detailed MEP project schedules aligned with overall project master plan.
  • Define project milestones, critical paths, and risk mitigation strategies.
  • Ensure delivery within time, cost, and quality constraints.

3.

Contractor & Consultant Management

  • Act as the main focal point for MEP contractors and consultants.
  • Manage execution, coordination, and technical compliance across all parties.
  • Conduct regular site meetings, progress reviews, and performance evaluations.
  • Ensure adherence to contract terms, specifications, and timelines.

4.

Execution & Site Supervision

  • Oversee full implementation of all MEP systems including:
  • HVAC systems (clean rooms, pressure differentials, air changes)
  • Electrical systems (LV/MV, panels, UPS, generators)
  • Plumbing & water systems
  • Firefighting and fire alarm systems
  • BMS and automation systems
  • Ensure proper installation as per approved drawings and standards.
  • Monitor site activities, quality, and HSE compliance.

5.

Testing, Commissioning & Validation

  • Lead all testing & commissioning (T&C) activities for MEP systems.
  • Coordinate with validation teams for all processes.
  • Ensure systems meet GMP compliance and operational readiness.
  • Review and approve commissioning reports and system performance results.

6.

Equipment Integration & Operation Readiness

  • Coordinate MEP requirements with production machinery and process equipment.
  • Ensure readiness of utilities (power, HVAC, water, compressed air, etc.) for machine operation.
  • Supervise installation, startup, and integration of equipment.
  • Support initial operation phases until full production stability is achieved.

7.

Regulatory Compliance & Approvals

  • Ensure full compliance with local authorities and regulatory bodies.
  • Coordinate approvals with entities.

8.

Procurement & Cost Control

  • Review and approve technical specifications for procurement of MEP materials and systems.
  • Monitor project budget and control costs without compromising quality.

9.

Reporting & Stakeholder Management

  • Prepare weekly and monthly executive reports

10.

Handover & Project Closure

  • Ensure proper handover of all MEP systems.
  • Bachelor’s Degree in Mechanical or Electrical Engineering.
  • 10–15+ years of experience in MEP projects, with strong exposure to pharmaceutical or GMP-regulated facilities.

Proven track record in managing end-to-end factory projects.

Strong knowledge of:

  • GMP / WHO / FDA standards
  • Cleanroom design and HVAC systems
  • Utility systems for pharma factories
  • Experience in managing contractors, consultants, and multidisciplinary teams.
  • Strong project management and leadership skills.Key Competencies

المتطلبات

  • Bachelor’s Degree in Mechanical or Electrical Engineering.
